LS Greenlink Breaks Ground on State-of-the-art Manufacturing Facility in Virginia

Chesapeake, V.A. - Today, LS GreenLink USA, Inc., a wholly-owned subsidiary of LS Cable & System, celebrated the groundbreaking of a submarine power cable manufacturing facility in Chesapeake, Virginia. Strategically located within the Hampton Roads Beltway along the Elizabeth River, this $680 million investment will help LS GreenLink meet global demand for high-voltage direct current (HVDC) submarine cables while creating over 300 local jobs.
Virginia is well positioned to become a hub for the global offshore wind supply chain, providing direct benefits to Virginian communities and the local economy. To help secure the LS GreenLink project for Virginia and assist the City of Chesapeake, the Youngkin administration approved a $13.2 million grant from the Commonwealth’s Opportunity Fund. LS GreenLink is also eligible to receive state benefits from The Port of Virginia Economic and Infrastructure Development Zone Grant Program.
“Today’s groundbreaking of this state-of-the-art facility is a prime example of American energy dominance being supported by robust state-level actions,” said Managing Director of the Southeastern Wind Coalition, Julia Pendleton. “While offshore wind is navigating political challenges across the country, we are glad to see Virginia continue to serve as a model of how states can leverage the economic opportunities this industry brings.”
The LS GreenLink project is anticipated to complete construction by the third quarter of 2027 and become fully operational by the first quarter of 2028. In Virginia, every GW of new offshore wind development is anticipated to yield 5,200 direct and indirect jobs and generate more than $740 million in economic output. LS GreenLink’s Chesapeake facility is a prime example of how state and local support can help these opportunities be realized. At the federal level, the Department of Energy awarded LS GreenLink USA an estimated $99.1 million in investment tax credits under Section 48C of the Inflation Reduction Act.
